
AG Advises Museveni Against Signing The Anti-Homosexuality Bill
Members of Parliament have asked President Yoweri Museveni to sign the Anti-homosexuality bill as soon as possible, so that it becomes law, to reduce the anxiety in the public.
The call comes at a time the Government Chief Whip, Dennis Hamson Obua, who also chairs the NRM Parliamentary Caucus, has summoned members to State House, Entebbe to discuss the bill which Parliament passed about two months ago.
There are some reports that the Attorney General has since advised the President not to sign the bill.
During the plenary sitting of Parliament today 18th April 2023, the Dokolo District Woman MP Cecilia Ogwal raised concern about what she called the delay by President Yoweri Museveni to sign the Anti-homosexuality bill which Parliament passed nearly two months ago.
Ogwal says there is anxiety and many questions among the members of the public over the delay by the President to sign the bill.
MPs say there are reports that the Attorney General has advised the President not to sign the bill. Commissioner of Parliament and Bukooli Central MP, Solomon Silwanyi says he is aware of a letter addressed to the President from the Office of the Attorney General. The Attorney General was non-committal on the matter.
The Deputy Speaker of Parliament, Thomas Tayebwa says the Attorney General is free to advise the President but he hoped that such advice does not contradict the bill as passed by Parliament since the Attorney General participated in passing the bill.
This comes at a time NRM legislators have been summoned to State House Entebbe on Thursday to discuss, among others, the Anti-homosexuality bill.
The Deputy Speaker has warned that unless the President returns the bill to the House, it will automatically become law 30 days from the date the Speaker of Parliament submitted the bill to the President.
