Tax Compliance Critical to Uganda's Economic Transformation: Experts Call for Greater Tax Education and Public Awareness.Ugandans Urged to See Taxes as An Investment in National Development.

Tax experts are calling on Ugandans to embrace tax compliance, describing taxation as a cornerstone of economic growth, public service delivery, and government accountability. They argue that improving public understanding of taxes and strengthening collection systems will be key to expanding Uganda's revenue base and supporting sustainable development.

 

Ugandans have been urged to view tax payment not merely as a legal obligation but as a critical contribution to national development and economic transformation.

According to experts, taxes remain the primary source of government revenue used to finance essential public services such as healthcare, education, infrastructure development, security, and social protection programs.

Speaking to COU Family TV, Peter Tukundane, a policy analyst at the Southern and Eastern Africa Trade Information and Negotiations Institute (SEATINI), said a strong tax system is vital for stimulating economic growth and creating an environment that supports investment and job creation.

 

Tukundane noted that despite the importance of taxation, many entrepreneurs and small business operators still view taxes as a burden rather than a tool for national development.

He explained that some investors are discouraged by tax obligations because they fear reduced profits, while others lack adequate knowledge about the country's tax policies and requirements.

 

According to the Ministry of Finance, Uganda continues to rely heavily on domestic revenue collection to finance government programs and reduce dependence on external borrowing and donor support.

However, experts say expanding the tax base remains a challenge due to the large informal sector and limited public awareness about tax compliance.

 

Tukundane called on government institutions to strengthen tax education campaigns and simplify tax procedures to make compliance easier, particularly for small and medium-sized enterprises.

He said increased public understanding of how taxes contribute to development could improve voluntary compliance and boost revenue collection.

 

He further emphasized that taxation also promotes accountability, noting that citizens who contribute to government revenue are better positioned to demand transparency, efficient service delivery, and responsible management of public resources.

 

As Uganda seeks to accelerate economic growth and finance its development priorities, experts say building a culture of tax compliance will require stronger public awareness, efficient revenue administration, and greater trust between taxpayers and government institutions.
