
Auditor General On Ghost Teachers
The Auditor General’s report for the 2021/2022 financial year has indicated that 18 billion shillings released to local governments was paid to non-exited or ghost teachers
This was revealed by the Assistant Auditor General Edward Akol while presenting the annual report for the financial year ended 2022 on behalf of the General John Muwanga, before the Speaker of Parliament Anita Annet Among, at her office on the parliamentary buildings.
According to Assistant Auditor General Edward Akol, who quoted the Auditor General’s report for the 2021/2022 financial year, about 18 billion shillings was paid to ghost teachers who used fake documents to access the payroll in 129 local governments. He added that 3.8bn shs was spent on overpayments of salaries, pension and gratuity to 2,355 beneficiaries in 75 local governments.
Akol said that the government budgeted 234bn shs for the Parish Devt Model (PDM), only 139bn was released to SACCO’s that were not registered while others received the money and failed to utilize it.
Akol further noted that the Government embarked on implementing the Parish Devt Model without first setting up a data system and a Parish development Information system to monitor and identify the number of beneficiaries.
The new Auditor General’s report points irregularities in government acquiring land through irregular procurement procures and also noted that huge chunks of government land in the districts don’t have title deeds. The Speaker commended the work of the Auditor General and urged them to do more with other public institutions.
Sheema South MP Prof. Elijah Dickens Mushemeza said that the budget committee is addressing some of the irregularities captured in the Auditor General report.
