FDC’s Robert Franco Calls for Expanded Anti-Corruption Drive: Questions Lubowa Hospital Spending. Urges Equal Accountability for All Officials Amid Scrutiny on Speaker Anita Among

The vice chairperson of the Forum for Democratic Change, Robert Franco, has called on President Yoweri Museveni to widen the fight against corruption amid growing scrutiny surrounding Speaker Anita Among.

Franco says the anti-corruption campaign should not only target top government officials but also extend to lower-level public servants accused of mismanaging public resources.

He made the remarks during a press conference held today at the FDC headquarters in Kampala.

The Forum for Democratic Change vice chairperson has called on the government to step up the fight against corruption, urging that all public officials—regardless of rank—be subjected to strict accountability measures.

Forum for Democratic Change vice chairperson Robert Franco says the renewed anti-corruption push should go beyond political statements and be backed by firm action, following recent directives by President Yoweri Museveni during his swearing-in, where he emphasized a “no-sleep” approach to curbing corruption in the country.

 

Robert raised concerns over the Lubowa International Hospital project, questioning why Ugandan taxpayers have already paid over UGX 1.4 trillion to the contractor Pinetti, despite little or no visible progress on the ground. Franco also questioned a proposed additional allocation of UGX 305 billion in promissory notes to the same contractor in the current financial year, despite what he termed as “zero tangible progress.”

 

According to the FDC, classified expenditures should be strictly limited to genuine national security needs, warning that misuse of public funds under such classifications continues to create accountability gaps, which they say the 12th Parliament must urgently address.

 

The party has also proposed reforms, including a requirement that all supplementary budgets be tied to a declared national emergency before approval. They further argue that in order to demonstrate genuine commitment to fighting corruption, the President should consider stepping aside close family members from holding senior government or military positions.

 

however, the FDC party believes that Anita Among is not being investigated because Museveni has suddenly discovered commitment to accountability; rather, she is being managed out of a speaker’s position because her continued presence threatens the regime.
