The government has released 23.03 trillion shillings for the first quarter of the 2026/2027 financial year, with major allocations directed towards infrastructure, security, wealth creation, and key public services, as the Ministry of Finance unveils new budget reforms aimed at strengthening accountability, improving spending discipline, and enhancing efficient use of public resources.
The Ministry of Finance, Planning, and Economic Development has released 23.03 trillion shillings for the first quarter of the 2026/2027 financial year, representing 27 percent of the approved national budget. A large share of the money will go towards debt repayment, wages and salaries, pensions, parliament, and other key government institutions.
Permanent Secretary and Secretary to the Treasury Ramathan Ggoobi said the new financial year introduces reforms aimed at improving budget discipline, accountability, efficiency, and integrity.
Ggoobi said the reforms include "No Budget, No Commitment," limiting supplementary budgets to exceptional cases, enforcing zero tolerance for domestic arrears, and ensuring that projects without proper readiness will not receive funding.
He also announced that government-funded public holiday celebrations would be phased out. Public holidays will be observed without official state ceremonies, except for religious holidays, following guidance from the president. Meanwhile, Julius Mukunda, Executive Director of the Civil Society Budget Advocacy Group, welcomed the country's economic performance but said civil society will continue monitoring the implementation of the new budget reforms.
In a related development, the Ministry of Finance, together with civil society organizations, launched the 2025 Open Budget Survey results, which assess Uganda's progress in budget transparency, public participation, and accountability while identifying areas that need improvement.
