Human Rights Case Awards Laying Unappropriated In Justice Ministry

The Parliamentary Public Accounts Committee (PAC) has criticized the Ministry of Justice and Constitutional Affairs for being sluggish in ensuring the beneficiaries of the human rights case compensation attain their rightful awards.

This was while it was discovered that the ministry had been unable to contact the individuals entitled to these awards, some of which date back to 2018.

 


Today, the Ministry of Justice and Constitutional Affairs officials led by the Permanent Secretary Robert Kasande made an appearance before the Parliamentary Public Accounts Committee (PAC) to answer audit queries in FY24/25.

 

During the discussion it was discovered that the ministry has over 70 human rights compensation awards unappropriated due to the ministry’s inability to access the contact information of the people. This raised concern with MPs criticizing the ministry, as some cases are projecting from 8 years ago.

 

In a bid to explain the cause of this loophole, the ministry noted that some cases are handed over to them by Uganda Human Rights Commission (UHRC) which works directly with the complainants.


Despite the explanation, the committee members faulted the ministry, seeking a submission of the names of the over 70 beneficiaries.
