Kabarole Parish Chief, Two PDM Saco Leaders Arrested Over Extortion

The Kabarole district Security operatives have arrested three people for extorting money from Parish Development Model beneficiaries.

The arrest of these leaders followed the asking of a 50,000 Ugx mandatory fee from each member to join the Parish Development Model SACCO.

 

Festus Bandeeba the Kabarole Resident District Commissioner says the arrested include Rugabaliyo Joseph the Parish Chief, Semeza Jesper the SACCO treasurer and Makole Vincent the Chairperson Kituule Parish PDM Committee.

According to information from police, the arrested had asked for fifty thousand shillings from each member of Kituule Parish Development Model Sacco in the Hakibale sub-county to benefit from the program.

At the time of their arrest, the three had already collected a total of 650,000 shillings from the 13 members of the SACCO. 

However, it was revealed that trouble for the arrested started when they cashed in the money from the Sacco members and refused to include them among those who were to benefit from the program.

During the meeting between the RDC and the affected SACCO members that took place at Hakibare sub-county headquarters, the bribe money recovered from the arrested was returned to the owners.

Bandeeba warned them never to engage in bribing again to benefit from any government program. 

We asked the RDC why those that bribed to benefit from the program had not been arrested yet they also committed an offence.

Bandeeba instead described them as heroes for reporting that they had been bribed to benefit from the program.

 The Parish Development Model is a Government strategy or approach for organizing and delivering public and private sector interventions for wealth creation and employment generation at the parish level as the lowest economic planning unit. This ensures support for more Ugandans to increase their demand for goods and services. beneficiaries are not meant to pay any amount to join.
