Mao Reaffirms Speakership Bid, Promises to Rebuild Trust in Parliament: DP President Calls for People-Centred Leadership In 12th Parliament. Mao Says DP–NRM Cooperation Makes His Candidature

The President General of the Democratic Party, Norbert Mao, has reaffirmed his interest in the race for Speaker of Uganda’s 12th Parliament, promising to restore public confidence in Parliament and reposition the institution to serve the interests of ordinary citizens.

 

Speaking to journalists at the Democratic Party headquarters in Kampala, Norbert Mao outlined his vision for Parliament, saying the country needs leadership built on integrity, accountability, and service to the people.

 

Mao said the contest for Speaker should not be reduced to political camps or personalities, but rather focus on the kind of Parliament Ugandans expect over the next five years.

He argued that the country needs a legislative institution that prioritizes service delivery, accountability, and rebuilding trust between leaders and citizens.

 

Mao also dismissed suggestions that his candidature should be undermined because he is not a member of the ruling National Resistance Movement.

Mao further described the Democratic Party as Uganda’s oldest political party with a long history of promoting constitutionalism, justice, and democratic governance.

 

The Democratic Party president general also pointed to the existing cooperation agreement between DP and the NRM, saying it provides a foundation for constructive political engagement based on dialogue, rule of law, and constitutional governance.

 

Mao further noted that Parliament is currently facing a crisis of public confidence arising from corruption scandals and abuse of office allegations involving some leaders.

Mao also commended civil society organizations, media houses, and online activists for exposing alleged wrongdoing within Parliament, urging citizens to continue demanding accountability from their elected representatives.

 

Outlining his proposed reforms, Mao said he would push for the restoration of Parliament’s budgetary independence, the establishment of an annual legislative calendar, increased public participation in parliamentary business, and translation of parliamentary documents into local languages to improve accessibility.

 

Mao additionally called upon the National Resistance Movement to embrace political maturity and revive what he described as the original spirit of 1986 based on national unity and institutional building.

He revealed plans to engage members of the NRM caucus in discussions regarding his candidacy while also encouraging Ugandans to directly engage their Members of Parliament on the forthcoming Speaker election.

 

As the race for Speaker of the 12th Parliament continues to gather momentum, Norbert Mao insists his bid is not about personal ambition but about rebuilding public trust in Parliament and redefining its relationship with the citizens it represents.
