Parliament Approves Alupo, Nabbanja for New Terms: MPs Endorse Continuity in Uganda’s Top Government Leadership. Alupo And Nabbanja Retained as Vice President and Prime Minister.

Uganda’s Parliament has approved Vice President Major (Rtd) Jessica Alupo and Prime Minister Robinah Nabbanja for another term in office following President Yoweri Kaguta Museveni’s recent cabinet appointments, signalling continuity within the country’s top government leadership.

 

Parliament has officially approved the reappointment of Vice President Major (Rtd) Jessica Alupo and Prime Minister Robinah Nabbanja in accordance with Articles 108 and 108A of the 1995 Constitution.

The approvals followed President Yoweri Kaguta Museveni’s announcement of the new Cabinet earlier this week, with Members of Parliament convening to vet and confirm the appointments through a simple majority vote as required by law.

 

The motion seeking approval of Major (Rtd) Jessica Alupo as Vice President was moved by Sheema Municipality MP Ephraim Kamuntu.

During the sitting presided over by Speaker Rt. Hon. Jacob Oboth Oboth, Members overwhelmingly endorsed Alupo’s appointment, with 325 MPs voting in support, 18 opposing, and four abstaining.

 

Alupo, who also serves as Woman Member of Parliament for Katakwi District, now secures another consecutive term as Uganda’s Vice President, a position she has held since 2021.

 

Parliament also approved the reappointment of Robinah Nabbanja as Prime Minister and Leader of Government Business in Parliament.

The motion for her approval was moved by Lira City Woman MP Dr Jane Ruth Aceng under Rule 58 of Parliament’s Rules of Procedure and Article 108A of the Constitution.

 

While supporting the motion, some legislators raised concerns regarding service delivery and implementation gaps in government programs, arguing that the Office of the Prime Minister must strengthen coordination and accountability across ministries and public institutions.

 

Despite the concerns, Parliament overwhelmingly endorsed Nabbanja’s reappointment, with 320 legislators voting in her favour, six opposing the motion, and two abstaining.

According to the Constitution, the Prime Minister is responsible for coordinating the implementation of government policies and supervising the activities of ministries, departments, and agencies on behalf of the President.

 

The approvals now cement continuity at the helm of government as the National Resistance Movement administration begins a new parliamentary term under the leadership of the 12th Parliament.

With both Jessica Alupo and Robinah Nabbanja retaining their positions, government officials say the focus now shifts toward implementation of national priorities, service delivery, and coordination of government programs across the country.
