Parliament Issues Strict Guidelines For Road Users

Several guidelines have been issued today for implantation to reduce road accidents

In a statement read by the speaker of parliament Anita Among, roadside markets have been directed to be removed, private vehicles with sirens will be arrested and all vehicles are expected to have speed governor machines.

There however concerns about how much government invests in road safety with just 5 billion allocated to the sector out of the approved 20 billion
Uganda is said to lose between 9-12 people in accidents on a daily. This is according to the 2022 police report. In the end, the country loses up to 4.4 trillion shillings as a result of road carnage, representing 5% of the country’s GDP.  Such figures have worried stakeholders including parliament forcing them to make investigations into road safety in Uganda.

These figures are not the only worrying thing, the road safety budget is also worrying. The physical infrastructure committee of parliament has established that the sector continues to receive a small share of the transport budget. Only 5 billion shillings have been released to the sector against the allocated 20 billion shillings.  

The committee hopes the government can prioritise this sector if road accidents are going to be reduced in the country.
 The report comes at a time several guidelines have been developed to see the reduction of accidents across the country.

In the meeting held this morning between the speaker of parliament, the ministry of transport, UNRA and Uganda police, several guidelines have been developed for implementation.

In a meeting, it's been resolved that Uganda police enforce the law of the right of way where people caught violating this law will be arrested.
The speaker of parliament says it's high time everyone took responsibility if these accidents are going to be reduced.

Many government vehicles have been reported to violate road traffic guidelines leading to accidents.  The 2022 Uganda police report pointed out 500  government vehicles were involved in accidents across the country.

Among the new guidelines also is reinstating speed governors in all cars, and public markets along the roads have been directed to be removed among others.
These guidelines according to the speaker of parliament take immediate effect.
