PDM SACCO Chairperson Arrested Over Fraud
The Chairperson of Kyere Parish Development SACCOS, Emmanuel Odongo has been arrested over fraud.
Odongo who is well known as Opio doubles as defense secretary for Obwaikol village in Kyere parish.
Odongo was arrested during a Barraza which was held at Kyere Senior Secondary School in Serere district.
Bosco Acak, the Police In charge of Kyere Police Post arrested Odongo following a direction from the minister of state for Fisheries Hellen Adoa. Acak said Odongo will be charged with fraud which is receiving money by false pretence and misusing it.
The Barraza was organized by Hon Hellen Adoa State Minister for Fisheries and Hon Emmanuel Omoding Okabe MP Serere County.
Robert Onyait, a resident of Kyere town council decried that the chairpersons of PDM in Serere district were soliciting money from beneficiaries where they charge from 30,000 to 100,000 shillings as kickback.
Onyait asked Minister Adoa to intervene because all the PDM beneficiaries in Serere were suffering.
Gladys Ijangu a widow from Serere accused Emmanuel Odongo of refusing to hand over PDM money to her after escorting and helping her to withdraw the money from the bank in Soroti.
Ijangu however during the Barraza came out boldly to pin Odongo for having taken a total of UGX 980,000 in pretense that he was going to buy for her a cow but all in vain.
After several complaints raised by the members of the community over mismanagement of PDM funds minister Adoa ordered for Odongo’s arrest.
The residents also expressed concerns over acting heads of departments in Serere district local Government and corruption tendencies exhibited by some of the officials and concern over poor accountability of the PDM funds, poor roads and low revenue collection among others.
The minister Adoa outlined the challenges on PDM funds saying that some conmen take advantage of the loopholes to please unsuspecting resident’s money.
Emmanuel Omoding the Serere MP suggested government should extend the repayment of PDM beyond two years.
Omoding noted that some of the youth chose enterprise that would require power connection and the places is not yet fully connected to power which will affect the start and repayments of the grants.
He thanked the voters for supporting him during the Serere bi-election that enabled him to replace his fallen father Bishop Patrick Okabe.
