Rubanda District Launches Participatory Action Research Initiative To Empower Citizens
In a bid to bolster community engagement and foster the active involvement of citizens in the development of their areas, the Literacy Action and Development Agency (LADA) has joined hands with Twaweza Uganda to introduce the Participatory Action Research initiative in the Rubanda district.
The initiative, which aligns with the provisions of the 1995 Uganda Constitution, seeks to amplify citizens' participatory rights as enshrined in Article 37, Article 39, and Article 41(1).
During the grand launch held at Volcano Hotel in Rubanda Town Council, change agents representing diverse communities expressed optimism in efforts geared towards community involvement in solving their own challenges.
There is a challenge we face as Change Agents. When we call for meetings to come up with solutions to people’s problems, all they ask us is if we have facilitation for them.
In my village, we have adopted creative measures for our own survival for example we collectively process our own organic manure to use in improving our gardens and we believe that once the farmers in other communities copy that they will be better off.
David Mugurusi, the senior Programs officer for Twaweza, underscored the overarching objective of the initiative, which is to cultivate unity between authorities, leaders, and citizens within their communities. By imparting knowledge and skills to address local issues, the initiative aims to reduce dependency on the government for solutions.
Mugurusi confidently asserted that the Research project will nurture a harmonious relationship between leaders and community members, creating an environment conducive to effective problem-solving.
The Executive Director of (LADA), Arthur Mbabazi, shed light on the extensive scope of the project, spanning five districts including Rubanda, Kamuli, Kole, Kyenjojo, and Namutumba.
The primary focus of the initiative is to enhance citizens' right to access information within these communities.
Eric Ssewandigi, the Deputy Resident Commissioner of Rubanda District, expressed unwavering support for the participatory action research concept within the district. Recognizing its potential to foster collaboration between stakeholders, including leaders and communities, Ssewandigi pledged to integrate the project into their working methods.
Ssewandigi also addressed the presence of non-governmental organizations (NGOs) operating within the district without proper registration.
According to the research, Rubanda District is grappling with a crisis on its roads, as deteriorating infrastructure plagues the region with potholes and drainage issues. Over 50% of residents expressed dissatisfaction with road conditions while 38% reported worsening road infrastructure.
Adding to the woes, the situation is further exacerbated by frequent landslides leaving communities isolated and cut off from vital resources and markets.
