Understanding Electronic Court Case Management Information System: Digital Filing System Enhances Accuracy and Transparency in Courts. Judiciary Rolls Out ECCMIS To Boost Access Across Region
Uganda’s judiciary is transforming the way justice is delivered through the Electronic Court Case Management Information System, a platform designed to simplify court processes by digitizing every stage. It not only reduces paperwork and backlog but also enhances transparency by eliminating middlemen and ensuring cases are tracked in real time. Tonight, we break down how the system works, the impact it has already made, and the challenges that remain as it expands across the country.
Uganda’s judiciary has embraced digital transformation through the Electronic Court Case Management Information System (ECCMIS), a centralized platform that automates and tracks cases from filing to disposition, enabling a fully paperless process across the courts.
With 167,353 pending cases nationwide, of which 46,542 are officially classified as backlog, the system has become a vital tool in easing judicial pressure.
Her Worship Josephine Kabasinguzi Kayondo, Deputy Registrar of the Land Division at the High Court in Kampala, underscored its importance, noting that ECCMIS has significantly reduced case backlog and streamlined operations, making judicial work more efficient through automation.
She further emphasized that levels of corruption have declined with the introduction of ECCMIS, pointing out that the system has effectively eliminated middlemen who previously exploited court processes for personal gain. By cutting out such intermediaries, the platform has strengthened transparency and ensured that justice is delivered more directly and fairly.
She outlined the filing process under ECCMIS, explaining how cases are seamlessly registered and tracked through the digital platform. By digitizing the initial filing stage, the system ensures accuracy, eliminates delays, and provides a transparent record that can be monitored throughout the entire judicial process.
Despite the system’s seamless processes, challenges remain, particularly public access to ECCMIS in different regions. However, she assured that with steady progress, the platform will be gradually rolled out across different regions, bringing more people on board and ensuring wider adoption of the digital case management system.
