The 12th Parliament has officially commenced its orientation program, with Deputy Speaker Rt. Hon. Thomas Tayebwa delivering a strong message to legislators against exerting financial pressure on the office of the Speaker and Deputy Speaker. Tayebwa urged Members of Parliament to embrace financial discipline, accountability, and institutional reforms aimed at strengthening Parliament and improving representation of Ugandans.

 

The orientation program for members of the 12th Parliament has officially kicked off at Parliament, bringing together newly sworn-in legislators for a three-day induction aimed at equipping them with knowledge on parliamentary procedures, institutional structures, legislative responsibilities, and the conduct expected of members of Parliament.

 

The program comes shortly after the swearing-in of members of the 12th Parliament and the election of Rt. Hon. Jacob Marksons Oboth as speaker and Rt. Hon. Thomas Tayebwa as deputy speaker.

 

Addressing legislators during the opening session, Deputy Speaker Thomas Tayebwa cautioned members against placing financial demands on the offices of the speaker and deputy speaker, urging them to manage their finances responsibly.

He revealed that during the 11th Parliament, presiding officers faced enormous financial pressure from some legislators, something he said created unnecessary strain and discomfort within the institution.

 

Tayebwa advised MPs to avoid making personal financial requests, particularly regarding travel and facilitation, explaining that parliamentary resources would instead be channelled through committees to ensure fairness, transparency, and proper accountability.

 

The Deputy Speaker also announced that the 12th Parliament would introduce several reforms aimed at improving efficiency, discipline, and service delivery within the House. He encouraged members to embrace the changes, saying they are intended to strengthen Parliament and enhance public trust in the institution.

 

Tayebwa further emphasized that every Member of Parliament, regardless of political affiliation, status, or seniority, would be accorded equal opportunity to contribute during parliamentary proceedings.

He urged legislators to actively participate in debates and confidently represent the interests and concerns of the people who elected them.

 

Members of Parliament turned up in large numbers for the orientation program, which is expected to continue over the next three days as legislators familiarize themselves with the rules, operations, and expectations of the 12th Parliament.

 

As the 12th Parliament embarks on its new journey, Deputy Speaker Thomas Tayebwa’s message is clear: financial discipline, inclusivity, and reform will define the House. The orientation program continues, preparing legislators to serve their people with integrity and equality.
