
KACITA Issues Ultimatum to URA Over Tax Dispute, Plans Demonstration
Kampala, May 20, 2025 — The Kampala City Traders Association (KACITA) has issued a stern ultimatum to the Uganda Revenue Authority (URA), threatening to stage a demonstration over what it describes as unfair and burdensome tax policies affecting traders, particularly concerning value addition on cargos.
The traders, led by KACITA Chairperson Thaddeus Musoke, expressed their discontent regarding an 88% increase in value assessments imposed by URA at border points. They argue that these hikes will significantly strain their operations and threaten the sustainability of local businesses.
In a recent interview, Musoke emphasized the importance of collaboration, urging URA to consult with business leaders prior to implementing new policies. “The constitution of Uganda does not empower URA to act as an intermediary between traders,” he stated. “We want fair policies, and we are ready to engage in constructive dialogue to find mutually beneficial solutions.”
The business community is also mobilizing regional leaders to collectively address these challenges. They aim to review petitions submitted to authorities, seeking to create a more favorable environment for traders facing rising operational costs.
Additionally, Musoke highlighted concerns over recent moves by URA, including a proposal to ban group-age cargo under container consignments, citing irregularities and alleged exploitation by middlemen over inflated charges. Traders fear these measures could further complicate border trade and increase costs.
As discussions continue, KACITA has made it clear that they are prepared to escalate their protests if their demands for fair treatment and policy consultation are not met. The unity among traders signals a potential shift in the trade landscape, as they call for transparency and cooperation from tax authorities.
