Lubigi Wetland Evictions: Criteria Under Scrutiny
The recent demolition of homes and evictions by the Uganda National Environmental Management Authority (NEMA) in Kampala’s Lubigi wetlands has sparked serious concerns regarding the fairness and legality of these actions.
The core issue revolves around allegations that NEMA has allowed large corporations, including oil depots, factories, and rice farms, to operate within these wetland areas, while poorer residents who have lived in Lubigi for over a decade are being evicted.
It has been three weeks since NEMA commenced evictions from Lubigi Wetland, primarily targeting residents accused of illegal occupation, prompting public outcry and accusations of discrimination.
Tensions flared at the Lubigi wetland site earlier this week when Leader of the Opposition, Joel Ssenyonyi, was forcefully prevented by police from inspecting the aftermath of NEMA's evictions.
In parliament yesterday, Speaker Rt Hon Anita Among criticized the handling of the matter, urging the Leader of the Opposition to engage NEMA through COSASE. The Leader of the Opposition called for a comprehensive government plan to address such issues in the city.
But what do Civil Society Organizations say about this? We spoke with Rosette Nandutu, Executive Director of Vijana for Sustainable Development and Environment Action, who expressed support for NEMA's eviction efforts but raised concerns about the fairness of the criteria used.
She also emphasized the need for the public to be mindful of their activities in wetlands.
According to NEMA, the restoration exercise is crucial for preserving the Lubigi wetland system, which serves as a vital water catchment area for Kampala city and neighbouring districts.
