Luwero Primary Pupil Raped By Class Teacher

A 13-year-old, primary six pupil was raped by his classroom teacher Shadrach Kabugo,  a teacher at Rapha primary school in Luwero and has been detained at Luwero Central Police Station This is just one of the escalating cases of defilement and aggravated rape in Luwero that has caused worry among locals.

They have urged the government to impose stringent measures to curb the alarming situation and save the lives of their innocent daughters. This follows the recently released police report where Luwero district was ranked second nationwide with the second highest cases of defilement and aggravated rape.

Luwero district, located 60 kilometres from Kampala city along Kampala Gulu Highway is in the spotlight for having an increase in rape cases around the district. Locals claim that rape and defilement are on the rise yet authorities are yet to find solutions for this plague.

The Luwero Senior Probations Officer Joyce Namigadde, says her office receives several cases of defilement and aggravated rape and pointed out several causes behind this. 

Sarah Nakirinda a 29-year-old mother and a resident of Namakovu village in Kikyusa Sub-County Luwero district is one of the many victims after her daughter a13 year old, primary six pupils was raped by his classroom teacher Shadrach Kabugo a teacher at Rapha primary school in Luweron who is now detained at Luwero Central Police Station 

Nakiranda narrates how she got the news of her daughter's rape scenario.

In a one-on-one conversation with the Church of Uganda Family TV, the victim narrates how the incident happened. 

Nakiranda adds that she is not satisfied with the way the police are handling this case and she appeals to the general public to join hands with her such that justice prevails. According to section 129 (3) of the penal code act, the maximum penalty for the offence of aggravated defilement is death.

The probation officer of Luwero Joyce Namigadde cautioned Parents and School proprietors to be vigilant and carry out close monitoring mechanisms to ensure safety while at school. 

The Resident District Commissioner Richard Bwabye Ntulume urged the Ministry of Education to start scrutinizing the recruitment of teachers in both Private and government schools to is recruiting teachers with criminal records in order to curb this vice. 

The Savannah Regional Police Spokesperson Sam Twinamazima declined to comment saying the Police Commanders need time to discuss the crime report before commenting on the case.

According to the Police crime report released recently, a total of 166 cases of defilement were reported in 2022 in Luwero district of which 68 were classified as aggravated cases. Police ranked Luwero number two in districts with the highest cases of aggravated defilement across the country.
